Mayo Roscommon Care and Creativity in Context Project

Roscommon County Council seeks proposals from suitably qualified individuals or organisations to undertake a creative evaluation of Mayo Roscommon Care and Creativity in Context project. This Creative Ireland project has provided training, capacity building, artist peer mentoring and residencies for artists in healthcare settings.

In Roscommon and Mayo, 10 artists have delivered over 270 creative sessions to people at the end of life and in palliative care in nursing home, hospice, hospital and home settings.

Scope of Evaluation
The evaluation aims to assess the impact, effectiveness, and challenges of the programme, ensuring it has met its objectives and identifying learnings for future initiatives. Key evaluation areas include:

  • The effectiveness of providing access to artists for nursing homes, hospices, and individuals at home.
  • Measuring the success of different programme strands, including artist capacity building and residency experiences.
  • Understanding the challenges faced by artists working in palliative care for the first time.
  • Collaboration effectiveness between agencies, including Local Authorities, the Irish Hospice Foundation, HSE, and other partners.
  • Assessing participant experience in a meaningful and ethical way.
  • Identifying best practices for safeguarding artists and participants.

The appointed evaluator will:

  • Review programme documentation and reports including artist diaries, input from one practitioner on the team who has visited numerous creative sessions to gain insight and contribute to the evaluation, and previous surveys.
  • Conduct qualitative and quantitative analysis based on data collected.
  • Develop an ethical and sensitive methodology to assess participant experience.
  • Engage with artists, participants (where feasible), and partner organisations to gather insights.
  • Evaluate the impact of training, collaboration, and residencies.
  • Provide recommendations for future programmes.

Deliverables

  • A comprehensive evaluation report detailing findings, analysis, and recommendations.
  • A creative evaluation piece that effectively captures the impact of the programme, aligning with the funding application under the Creative Ireland Creative Health and Wellbeing Programme. This piece must be a ‘Telling the Story’ creative output or reflective external evaluation in the form of creative documentation in one or more formats such as an animation, documentary, video, graphic harvest or book. A reference would be the Irish Hospice Foundation book Art by Their Side, which combined creative work with reflections and advice from hospital staff, artists, and support teams.
  • Presentation of findings to Roscommon County Council and Mayo County Council and key stakeholders.

This Request for Quotations invites experienced evaluators to contribute to an important initiative that enhances creative engagement for individuals in end-of-life care.
